PoE Duelist, Ranger, Witch, League Starter builds

Hi, so I'm pretty new to build making and decided I would finally try and create my own build. Overall I love tanky builds that can do respectable damage doesn't need to be massive. I love the pillar of the caged god and the way some champions have been using perseverance to scale there armor/evasion has inspired me to make a tanky boy build. Explosive Arrow: Now has "Explosion deals 5% more Damage with Hits and Ailments per Explosive Arrow on Target" (previously just Hits). Anyone wanna try to optimize this bad boy. The arctic armor and + 25 spell block in config is to simulate the new tempest shield. Not too sure about mana, it might be a bit tight so getting mana or -mana cost on gear could be useful The wand is pretty good but not that hard to craft with ilvl2 wand and an essence of anger.
