PoE Retaliation, League Starter builds

So im coming back to path of exile (left just about when sirus got in the game) and this is my league start, taking inspiration from varius different versions of armor stackers. character is currently lvl 88 in crucible, i've defeated both eater of worlds and searing exarch without any previous knowledge of the fights with a budget version of it, going for maven and sirus next. its a armor stacker using replica dream feather and emperor vigil, and seething fury for crits. its already a well know interaction at this point. however this build includes (the fourth vow), that allows to scale ch

However on day 1 I had bought 10 claws on average of 10c each. However after I posted about it in a thread, the price skyrocketed. Hey everyone, I started PCOC during Kalandra and really enjoyed it, and during the pre-league hype for Sanctum I decided to throw my brainpower into scaling it to endgame/Ubers. Leveling I'm not great at rushing through the campaign but I used splitting steel. If you get the Titucius' Span shield, you can With mana reservation implicits, you can anoint disciple of the slaughter instead of charisma. I started building a new league starter (hopefully no balance changes to SC) and think that I have a pretty refined idea for budget Shield Crush utilizing some cheap uniques. Watchers Eye (Single Mod) is really the only item that may be expensive to work towards as a goal in the first week, but impale is pretty non-meta right now. Overall nothing too crazy or innovative but think its worthy of a league start. POB has no cluster, gem quality, flasks, Eldritch mods, or berserk buff.
