PoE Power Siphon builds without Mageblood

Disclaimer: I am not claiming this build is good or great by any means but is something I really enjoy playing and wanted to share. I am also taking any advice to improve this char because I'm still learning and always changing this build around for more optimization. I used to play the game in beta but after release I quit until the last month of Ultimatum and all that time, I've always wanted to play a wander that is both good in damage and defenses without spending the currency needed for an int stacker. So I want to make a Int Stacker Wander that would poison using Volkuur's guidance (Lightning damage can poison) and "Lightning dmg per 10 Int" wand. I was wondering if it could work. I've made this preleminary PoB (VERY BASIC, JUST FILLER ITEMS AND TREE NOT FULLY FIGURED OUT YET) which seems to indicate that it could work. Now my question is, how hard/expensive is it to get 1k Int (I have no experience at all with Int Stacker)? My bugdet is about 30ex (maybe more if I liquidate my Storm Brand stuff).

I plan to make an ascendant wander as my starter this league, I created 2 POB looking some builds in poe ninja and changing some parts, but i haven't decided which one is better because I don't feel like I know the build that well and I'm not the best at POB. Hey all, as the league is winding down got a friend to fund a vaguely shitty build, a Replica Eternity Shroud Phys+Chaos Power Siphon Obliteration Pathfinder. I really like the idea of this chest, but without conversion abuse like normal EtShroud has with CotB, I haven't been able to squeeze too much damage out of it. I've built a tree with 1mill DPS (flasks up, but it's Pathfinder) but pretty minimal survivability, any ideas on how I could either get more damage out of this or more defensive layers without sacrificing too much damage?
