Why raider over occultist / dead eye? Main reason is speed and since we are not stacking int and we are squishy as hell it is better to have as much dodge as possible.
Why resists are not capped? This is pure damage version which rely on "dont get hit" playstyle ... so it is indeed hard to play this build since you have to zoom zoom zoom and avoid try to avoid being hit.
Budget? about 50ex and ... I wouldnt recomend play this build in same fashion I did without 10+mln dps
Why your kinetic blast seems clumsy? I sacraficed huge portion of kinetic blast dps to get more power siphon dps. In fact kinetic blast still is doing its job but instead 1 shoting whole screen you have two shot ..... but you have higher attack speed than dead eye version so clear speed does not suffer from that.

About gear ... for sure you will be able to find better wand and elusive / tailwind boots will be much better.
