Intro
This league is somehow high in popularity for int stackers in general, but my opinion the approach for the generic int stack is way too expensive and ineffective in terms of cost and its performance. There are a lot of people saying that Int stack need 300ex or else it won't feel comfortable, or int stack is not playable below X budget. So, I plan to make one below 100ex budget, with a better cost to performance setup.
On this particular build (the video above) has a total cost of 80ex. For the build to start working at a comfortable zone, it will only need roughly 40ex. The main driving cost of this build in particular is my desire to min max certain part of the gear. For example, the onslaught on hit ring is not needed, but I just use it because I prefer consistency.
The Approach
The build in general lacks a lot of increase in general, the solution for this is to use Elegant Hubris, besides it could also give frenzy on hit. My jewel gives me roughly ~11M dps (about 40-50% of my damage), which is insane for a 12 point investment. Although the jewel I have is not easy to replicate, you can view the PoB trees section for alternative setups. According to PoB as of now, no one is using Elegant Hubris on their int stackers.
It also uses the Hydrosphere + Vengeant Cascade double damage tech, Captainlance has made an explanation on this so I won't be bothered on explaining it further

It may also seem weird for my choice to pick Incandescent Heart over a high int chest, but Incan Heart is the best chest piece for the build, period. It provides insane survivability, indirectly it is a 25% more ES against elemental damage, and the damage it provides is also insane compared to any of the int stack chest in the market right now (for my setup at least). You could also get some scourged krangles on it (such as onslaught on hit), ideally I want Point Blank keystone on the chest, but it is impossible to obtain one.
I am also using Shaper's Touch instead of a rare gloves, it provides some reasonable amount of evasion and accuracy to the build, allowing me to path much differently. I could also get some krangles on the gloves to further boost my damage.
Anomalous Predator Support is underrated, although the damage boost isn't huge, but it is an overlooked utility gem. I put it on my left click so it auto marks enemy, with the anomalous version, they get the -4 all res (including chaos) debuff.
As for the clear, I am using Divergent KB + Awakened Fork, it is literally an offscreen machine, nothing too special about it anyway.
Problems with the build
The build lacks of passive sustain, especially on sirus fights, the build lacks the sustain to tank the arena degens and hazards, so you have to be careful about that.
Build is not extremely tanky, does not possess high mitigation layers, so don't expect to facetank everything in the game with this.
Reflect is also a problem when you don't have a lvl 5 Awakened Elemental Dmg with Attacks support.
Further improvements
There are several pieces of the gear that can be further improved.
