PoE Witch, League Starter, Chaos builds

My skeleton POB: I like playing ignites, but still want something that plays a bit smoother than EA totems. It is heavily based on the interactions showed by u/james_poe earlier in scourge. The build use some interactions between recoup, mom, petrified blood, energy shield and frost shield to soften up the damage taken on life and regain it overtime.
