Voltaxic Burst Necromancer ~ Joining Wardloop Gang (still can't believe this got BUFFED)

Here is my take on wardloop, a powerful cast when damage taken build that has been popping up in multiple different shapes and forms ever since ward was introduced. I have no clue who was the original or who has done the most work towards getting this build archetype to where it is today. There has been a lot of ground work done that basically made my life easy, like figuring out 27% CDR breakpoint for CWDT as well as getting skeletons just under .2 second duration for maximum CWDT procs. I am of course piggy backing off that original seed of an idea and ground work so I have to acknowledge that. I will of course take it in my own direction and min-max how makes sense for my own personal taste and preferences and hopefully it will be an enjoyable progress to observe as well as an introduction to how strong this build archetype can be.
