PoE builds similar to POE [3.13] Winter Orb Cast While Channeling Ice Spear / Freezing Pulse vs Sirus Awk 9

Since GGG was supposed to buff self-casting i decided to give ice-spear a try this league. I quite like the balance between offence and defense inquisitor gives. In the end I think I managed to create a quite well rounded character with decent clear, good survivability and quite good DPS(doing about 15m dps on a somewhat not to bad budget without any flask). Think i have spent about 20-25 ex on the character. Where as a good 80 percent of that was on belt and chest. Any good ideas on areas i can improve on my build?

This is my first strong character (I probably think it every single league). Should it be able to kill Sirus? Do I need more defensive layers? All tips are appreciated. Just for the sake of the rule about explaining the build: It is an Occultist CoC Ice Spear with Cospri's Malice, Shav's Wrappings and Prism Guardian. There is not much to explain.

This is not the strongest build I've ever played, although it's honestly pretty decent for a total hipster build. If you're looking for a build that never dies and can obliterate A8 Sirus in seconds, this is not that. Tornado Shot attack speed modifier is ONLY to simulate MAXIMUM DPS, which only occurs when you are right in front of the boss and all Creeping Frost projectiles overlap. These DPS numbers are NOT WHAT YOU SHOULD EXPECT in general!!
