PoE Cast On Critical Strike, Cospri's Malice, Cyclone builds

I have pretty much everything I need to swap to LL except a belt. Crystal belts with 14% cooldown recovery seem to be absurdly expensive, so I'm trying to craft my own. I really only want a decent ES roll and 14%+ CDR on it (I'm already overcapped on res except chaos), and anything else is just gravy. Anyone have any idea how I would go about crafting this? I already have an ilvl 85 shaper crystal belt. I currently use Ice Nova of Frostbolts in my main CoC link and Frostbolt in my Cospri's. I see a fair amount of people using

Looking for input on the following build. I filled in a passive tree and added the mandatory items I know of. I'm going for a Low Life Occultist that uses cyclone+CoC+cold dot. From how I picture this... 1) cyclone crits and causes cold snap to proc. cold snap generates frenzy charges.
