4 Divine Budget CoC Ice nova Elementalist ( Trading for portal Scroll) 40% Delirious cemetery

So i put together another character today since we had so much fun with the last one. This is a 4 Divine budget CoC ice nova which can also be used with ice spear, ill upload a video of that later.

Im working on creating builds that are for super low budget that can run t16s, league content, and also delirium mapping while being able to give these away to people who dont have the currency or the toon to run maps etc. This build uses its freezes from ice nova as a defensive mechanism aswell as leech/instant leech and evasion, We also have Primal aegis and immortal call. I wanted to have BIG aoe with the ice nova to freeze as much as i could alongside the pops from herald of ice. This build is for low budget and can be scaled further for better clear, boss dps, and survivability. I am new at creating my own builds and trees etc so bare with me as i get better at this.
