PoE Explosive Impact, Cold, Duration builds

Evening. It's been a pretty smooth transition from cold dot to vortex ignite in the mid game. I've got all my implicits set on boots and gloves. I'm 100 percent spell supressed. &x200B; I gotta level up (92 atm) but i'm getting my ass kicked in t16s &x200B; I think my issues lie with Block/Spell Block. I can't fit in temptest shield yet. &x200B; How to I get to block cap? I'm kind of at a lost on how to get there. Thanks for your advise. &x200B;

Since there is probably like no one playing this i just to want to leave this here in case anyone is interested in an off meta build: This is no overly optimized Build but just my own Character I played in the Archnemesis League. In that league i completed 36 Challenges with it. After that i took a break for the last league. It currently makes use of petrified blood for the overleech and for life regeneration to have a bigger impact as well as to increase the damage through pain attunement on Skin of the Lords to save the passive

I want to preface this by saying I am not good at making builds and I haven't played for a few months. It's certainly not "finished", and who knows how easy/hard uniques are going to be to get. My goal is to clear mobs fast so this is an elementalist spamming Vortex on left click which ignites thanks to Shaper Of Flames. Then dual Obliteration wands deal chaos damage which ignites more thanks to Shaper Of Flames. I haven't put much emphasis on the Vortex DPS, the damage dealer are the Obliteration explosions, hopefully. Budget is not bad either, none of these item cost even 100c , most cost much less.
