PoE builds similar to Kinetic bolt - Minotaur

So I want to make a Int Stacker Wander that would poison using Volkuur's guidance (Lightning damage can poison) and "Lightning dmg per 10 Int" wand. I was wondering if it could work. I've made this preleminary PoB (VERY BASIC, JUST FILLER ITEMS AND TREE NOT FULLY FIGURED OUT YET) which seems to indicate that it could work. Now my question is, how hard/expensive is it to get 1k Int (I have no experience at all with Int Stacker)? My bugdet is about 30ex (maybe more if I liquidate my Storm Brand stuff).

Hey all, as the league is winding down got a friend to fund a vaguely shitty build, a Replica Eternity Shroud Phys+Chaos Power Siphon Obliteration Pathfinder. I really like the idea of this chest, but without conversion abuse like normal EtShroud has with CotB, I haven't been able to squeeze too much damage out of it.
