I started as PS locus mines but quickly figured out the playstyle wasn't for me. Luckily, power siphon can also be played as ballistas with a fire/forget playstyle. This is my build right after doing 4 watchstones with around 5d budget.

Offenses:

Power Siphon as a skill really needs power charges. As mines, this is easily achievable via charged mines, and as self-attack you would gain them innately. However, we need a charge generation mechanism for ballista. We take Deadly Symmetry for consistent max frenzy/power charges.

We get tons of attack speed from Wilma's Requital causing cast speed to also affect attack speed. Then we add sources of increasing both attack and cast speed, frenzy charges, Vaal haste, and onslaught. The Warped Timepiece amulet is also good for this reason.

Piscator wand is used because of its good local attack speed, crit and accuracy. I think at a high budget, a wand with flat lightning and similar stats would also be okay.

I don't think there are any other pieces which are crucial for the offensive capabilities. The damage is decent for its budget (3M unbuffed, 5M buffed) and unlike most builds you can just run around.

My rule of thumb is that non-ramp DoT builds feel similar to a hit build that does 2x as much damage, maybe the difference is smaller if you're a god gamer.

Defenses:

Typical life/evasion/suppress setup. I wanted to experiment with phase acrobatics but after playing for a bit I think spell suppression is still better.

We have 35% phys to ele including a Kaom's Binding belt to convert 25% of phys to fire if the enemy is nearby. I think a good Stygian Vise would be better though. Kaom's felt appropriate since it also helped us fulfil our strength requirement.

Overall the build is tanky enough for fast Destructive Play farming, but I'm not sure how to scale it into T17s or Ubers without any radical changes.

What I didn't like:

Evasion (especially combined with spell dodge) still feels finicky. One moment you're a god and the next half your health is depleted by a wind blowing on you. Maybe my raw HP pool is not enough. Also the totems are a bit squishy for juicy content.
