PoE builds similar to 3.15 Shield Crush Impale Berserker - 7M+ DPS still in progress 3

I started building a new league starter (hopefully no balance changes to SC) and think that I have a pretty refined idea for budget Shield Crush utilizing some cheap uniques. Watchers Eye (Single Mod) is really the only item that may be expensive to work towards as a goal in the first week, but impale is pretty non-meta right now. Overall nothing too crazy or innovative but think its worthy of a league start. POB has no cluster, gem quality, flasks, Eldritch mods, or berserk buff. Firstly, the PoB - About the PoB - When initially brought up, the PoB will show a basic level 90 tree and have some fairly budgeted gear to emulate an early-mid range red map setup. The only truly expensive piece will be a Ryslatha's Coil, everything else is generic rare gear with a few needed stats as well as a mid range Crown of the Inward Eye, which might cost a bit in the first few days but will quickly fall in price as the league goes into next week.
