PoE 3.15 Expedition, 3.14 Ultimatum Chaining builds

I am working on an assassin static strike character as a potential league starter for 3.16. I would like for it to be a bit tankier but can't figure out how to get that into the build, any ideas on how to get that set up? &x200B; Also more damage would also be nice, as I can't seem to squeeze anymore in.

Since the damage on manabond is based on current mana, not mana spent, I've theorycrafted a hiero build based on reducing mana cost of skills as much as possible, which should allow us to control the AOE/damage by controlling our mana. With 9k mana and Pledge, Manabond will cost 4000 mana without any reduced costs.
