Is Fanaticism Spellslinger OOS still playable in 3.16?

the Gems Link Ball Lighting-Fast Casting-Onslaught (Storm Call) I have tried Spell Echo, you can only trigger OOS once.

With all buff(Frenzy charge, Fanaticism, Onslaught, Tailwind) Cast speed 3.15 tempest shield 0.06s Ball Lighting 0.19s Storm Call 0.12s

Personally, I think Storm Call is better than Ball Lighting, the cast speed can make you play the build easier and trigger OOS faster.

But, Ball Lighting can hit multiple times, to get more life gain on hit, and easier to triger Onslaught, maybe you can not link Onslaught and Hydrosphere, to get more unreserved mana.
