PoE Item Rarity builds

I built an LA Deadeye and acquired a Headhunter. Since tuning for MF, I've dropped from 5.5M DPS to 3.5M. Main questions: 1. How low can you go on DPS? 2. I feel slow until HH kicks in - is that expected? 3. Legion payoffs are lackluster so far. Is it really worthwhile? This league, I took HackerGooby's Poison Blade Vortex from the archives, and improved on it, I did a little bit of re-thinking, and so it's not 100% his build. So I think I can say it's my own. 4.3k life, 2.1k es, 100% supress, 25k eva. Pretty happy at 60% delirious, but struggles at 22+ simu. I have a pretty good investment into this - and sitting at (maybe?) about 7m base dps, 12m if I swap in barrage. I've been very conservative with hits from the manaforged arrows, and not even considered the avian aspect damage. After discovering and falling in love with CWDT-scions last league, and seeing the incoming nerfs, I decided to league start a CWDT build to see how far i'd get. Eventhough ward/jewels have been changed, I managed to get it started, with 4 flasks, for about 600c in the first week (those base jewels with flask charges are amazing!). as posted yesterday wanted to do another build..... so i went to tft and searched for a premade elementalist ea ballista build for my budget, any ideas how to improve this? pob is this damage is good, dies on occasion no idea why yet, did maven last night, died during last memory game.....thats it....but asking for input, coz i noticed that the watchers eye needed an upgrade, maybe u guys have other ideas, since the attack speed is still a bit low, and the skill links seems to be a little scattered....
