Angler's Plait is a deterministic drop if your character and the monster you slay meet the requirements for it. You must be wearing a pair of Corrupted Slitherpinch Gloves, the monster you kill must be rare, and the monster must have the "Fleeing" status condition which I'm applying via Chance to Flee Support. The odds of a rare monster dropping an Angler's Plait is incredibly rare, I've killed a little more than 2.5 million monsters, ~83k being rare monsters, and achieved three drops.
