PoE 3.20 Sanctum Spell builds

Hi there! So I'm working on some new builds, and I have two questions about how PoB handles certain calculations. 1.) The first question is very simple and has to do with Flame Blast. When you see the 'cast rate' while having flame blast selected I assume what that is trying to represent is stagers per second, right? In other words, if we assume an unmodded 10 stage max flame blast, and my cast rate on the PoB is say 4.5. That's telling me that I'm casting 4.5 stages a second, so my time to do the 'average hit' damage on top will roughly be 2.22 seconds? So I'd have to divide that

Hey guys Started playing Spark Trickster after not finding a decent build the whole league and its been a blast. I already did every invitation( except hidden, but havent tried it more recenty), including 100%+ quant elderslayers and medium juiced feared, also cleared every normal boss. In this regard, Nimi's really allowed me to be able to be so much stronger and clear this type of content without much difficulty. But I want to try and tackle ubers on this build, something I have never done before, but I don't know what I should prioritize to try and do it. POB: [

-Important Update- As it turns out, the wiki is misleading when it says that "Rallying Cry can have an indefinite number of hidden stacks active, of which each loses its duration naturally, but only the strongest one is shown as active buff" I interpreted this as mean multiple warcry buffs could be active with only the strongest one showing. What it actually means is that only the strongest Rallying Cry buff is applied at any given time. When the duration expires, then it is replaced by the next strongest warcry. I have tested this using second wind Rallying cry and summon spect
