PoE Cyclone, Frostblink builds

Can use lightning strike if don't want to use cyclone to stack instruments of zeal. Need to check to see if frenzy + hydrosphere works for stacking fanaticism and frenzy (because then that's bis imo) we don't want inc duration on arcane surge because it needs to be up every 4 seconds

After torturing myself with possibly the most clunky earthshatter slam build last league, I've decided to return to the good ol' Cyclone CoC archetype. Hello. I want to share with you my Frostblink Occultist build. I wanted to create it since Blight league, but Badge of the Brotherhood always was very expensive for me. Now its under 3ex so i decided to try. This build has only \~5k HP, but combined with 72/44 block with Glancing Blows, Malediction, Frigid Wake, permanent freezing and always moving i dont feel this build completely squishy. I would say it has 6/10 survivability. Obviously, sometimes i getting oneshots, mostly in Ultimatms, but in this league all dying there. Damage in PoB about 2.5m per hit Frostblink and 0.5m Creeping Fros

How the build works: 1. Arc in Mjolnir for clear - hits 6.06 times a second for around 1mil dps 2. Ball Lightning CoC in chest - calculation is average hit 6.06 11 3. Very tanky with nearly 9k HP pool, fortify, close to 2k regen, and the big thing - x4 surging vitality cluster notables regening 4k effective life every 5 seconds thanks to Pious Path. Can ramp up the damage to crazy levels with the following if you have the budget: 1. CDR boots and 7.5 attacks per second 2. Bottled Faith 3. Divergent Ball lightning 4. Watchers Eye 5. Min maxed gear 6. 20/20
