In 3.12, the skill Ice Storm (from the unique staff Whispering Ice) was changed significantly. It's now capped at 5 storms, hits half as many times per second, but deals more base damage with higher damage effectiveness, and most importantly is far more likely to land overlapping hits on a single enemy.
On paper, the numbers look pretty bad, but in practice it's still a solid skill capable of doing all content with the right setup and investment.
I also wanted to explore changes to the new Occultist ascendancy (15% more cold damage!) and the combination of Doedre's Skin, Doedre's Scorn, and Replica Doedre's Damning for some powerful curse scaling.
