PoE Berserk, Chieftain, Juggernaut, Cold builds

Feel like I hit a brick wall with this build, I got it to be pretty tanky and I can even survive t16 whisped maps and tank through some crazy mobs, but my DPS feels lacking. POB Linked below, looking for suggestions on how to take it farther from here. Have about 30-40 Div liquiid for upgrades, but I feel like itll take more than that to pump the damage up. Getting all charges beyond 11 seems prohibitively expensive. Is this just sort of the nature of this build, am I missing something super obvious? Since there is probably like no one playing this i just to want to leave this here in case anyone is interested in an off meta build: This is no overly optimized Build but just my own Character I played in the Archnemesis League. In that league i completed 36 Challenges with it. After that i took a break for the last league. It currently makes use of petrified blood for the overleech and for life regeneration to have a bigger impact as well as to increase the damage through pain attunement on Skin of the Lords to save the passive
