PoE Ranger, Movement builds with custom stat filters

The POB- Im lvl 91 in game atm, this PoB has lvl 95 which is my goal for this weekend I have been playing PoE for about 2 years casually. Ancestor league was kind to me and I got enough currency from Trials that I was able to fool around with building and crafting for the first time. The idea I had was two parted. 1. Abuse the +3 global defense tattoo's by stretching from the Ranger starting point on the passive tree to make a Cyclone build knowing I can sacrifice the +dex small attribute nodes. 2. First league in a while(skipped last 5 or so). Everything feels so much more dangerous. Had more damage than this at one point but didn’t feel like my survivability was high enough. I attempted regular shaper and was one shot by a gold ice ball. Am I super flimsy still? Is shapers damage still just way up there? I’ve always known about the danger beam. I’m starting to level a Vaal double strike(is there a potentially a better skill for this build?)for the shaper fight too in the future because like I said, it’s been a while so I forgot how risky flicker can be in

I would love to have some input on this build. It seems pretty damn solid for what's invested and a bit unorthodox. I've recently learned about melding of the flesh and how much lightning coil has been buffed since the last time I looked at it and wanted to make a build with solid defense and one that didn't have "fake" totem damage.
