PoE Kaom's Spirit, Cold builds

Feel like I hit a brick wall with this build, I got it to be pretty tanky and I can even survive t16 whisped maps and tank through some crazy mobs, but my DPS feels lacking. POB Linked below, looking for suggestions on how to take it farther from here. Have about 30-40 Div liquiid for upgrades, but I feel like itll take more than that to pump the damage up. Getting all charges beyond 11 seems prohibitively expensive. Is this just sort of the nature of this build, am I missing something super obvious? Yo guys, ever since widowhail has been introduced I've been looking out for cookie cutter setups with it. This one features scorpions call to leverage elemental Hit. Paired with kaoms gloves, we can get around 7 rage per sec from the quiver alone and the other stats scale ele hit directly too. With a corrupted +1 Quiver you get up to 7 arrows without taking multishot, or 10 on the barrage totem setup. The nature of ele hit allows us to not pick up any offensive aura and invest into determination+grace for around 40k of both assoc

Actually played this as Lightning Arrow for the majority of the league. I saw another post on this subreddit using Heatshiver + Immortal Flesh and thought to myself wait, that's like 10x better than Voll's + random Stygian. Went from something like 100m LA + Artillery Ballista DPS to I think 140m, due to heatshiver. Interested in taking the build further, if anyone would like to take a look at my POB and point out any mistakes/gearing upgrades I can make. Kind of unsure how much the 50% inc effect of ailments mastery is helping me, for example.
