Hi Uberjager here,
Want to play a Deadeye that feels tanky, zooms fast and yet still does decent damage?
Want to do that... on a 4-link?
Icicle mines Deadeye has historically been a ZHP delver build, and build ideas for this archetype have mostly stayed stagnant. Most other builds guides tend to scale damage while neglecting defenses. Other than players who kinda cheesed their way to 100 with 5 ways, most Deadeyes running Icicle mines are stuck at level 93-94 and run Cast on Death Portal setups.
What if I told you that you could play a Deadeye Icicle Miner that has 20m dps, 100k EHP and 180% movespeed allowing for fast mapping? What if I told you that you could scale damage cheaply on a relatively unknown 4-link?
Instead of putting icicle mines on your chest armor, you're going to be putting them on March of the Legion (1c without corruptions). Icicle mines is unique in the sense that it has loads of gem tags, with Aura being one of them. March of the Legion offers +5 levels on your icicle mines, functioning as a pseudo 5.5-6L and is accessible from level 58 onwards. With any of the two double corruptions, +2 Projectiles/AOE/Aura/Traps or Mines you can get +9 levels on your icicle mines, basically granting you a level 30 skill gem with a level 21 icicle mines.
This is insane for two reasons, for one it means you have no need for +1 skill gems on your amulets and weapon/shield. This reduces the scaling cost of your damage in this build significantly and you can go for these slots without the need for +1 to cold or spell skill gems. Because you don't need a 6-L you free up the cost for a 6-L on your chest slot, saving you more currency. Secondly, having 4 linked mines on your primary skill means that your reservation costs and skills costs are extremely low, and you have alot more flexibility to solve mana and mana reservation issues in the build.
With Heatshiver (10-20c) still in the game and being relatively affordable at week 1-2 you basically get a free 130% more damage in the form of cold damage as fire.
Rathpith (20-50c) allows for the standard Rathpith miner scaling. This means you get to have 7k HP on a Deadeye with Dissolution of the Flesh (25-50c for 26%) as well as Pain Attunement/low-life and 350% crit chance and 350% spell damage.
With the new elemental master that inverts resistances, this favors elemental penetration as a more effective way to deal with enemy resistances rather than last league's double curse setup. How do we get a large amount of pen? Well, boot enchant can give 10% and the passive tree grants another 10%, other than that...
Shroud of the Lightless (<30c with 2 abyss sockets) is also one of the major scalars for damage in this build. Since Abyss jewels can roll "Damage Penetrates 2% Elemental Resistances if you haven't Killed Recently" and as a miner you will will permanently have this up. This means each abyss jewel (5-20c) gives you on average, 10% critical strike multiplier, 6% elemental penetration, 30 life, 3% life and 3% mana. The 30 life and 3% life per jewel also steroids your HP values for Rathpith damage.
You should comfortably get 80k EHP even without Immortal Call or Molten Shell. How?
For one, you should have upwards of 6k life with the Rathpith Setup. Secondly, with a Rathpith Setup you should have an 80% uptime on Berserk with enough sources of % regen along with Kaom's Spirit (5c), which grants you 18% less damage taken. As you're a Deadeye with Wind Ward, mines basically generates 10 Gale Force stacks a second and you constantly have 30% less damage taken.
That's 42.6% less damage taken from hits and DOTs. When you have Focal Point up (its conditional) that goes up to 69.05% less damage taken.
Couple this with Lori's Lantern (1c), damage from hits is unlucky and almost capped spell suppression (its way cheaper not to cap spell suppression this patch), you have a pretty tanky character.
And all this is assuming that mobs even get to hit you. With 20k evasion (71% evade) and 33% attack block and spell block and icicle mines freezing enemies off screen with chain you avoid most of the incoming damage in the first place.
To deal with DOTs, either get immunity on your Lori's Lantern implicit or use flasks, Lethe Shade helps you to react quickly with ground degen etc.
With Deadeye's 20% action speed from Tailwind, Berserk's more movement speed and a quicksilver, this build can get upwards of 180% movement speed and can go even higher if you include Onslaught from flasks.
With a mine throwing time of 0.14-0.25s (depending on your investment) mapping is pretty smooth as you drop mines ahead of you and let icicle mine chain into packs.
I've managed to hit level 99 on my Deadeye miner comfortably doing T16 maps with Essence/Delirium and Depth 250 Delve.
Here's my current POB:
To level this build... Just get heatshiver, two tasalio signs and a bitterdream. Icicle mine should carry you till level 58 with this setup after which get your March and that will carry you into maps.

I will probably do clearing videos soon (respeccing tree for new atlas strat)
