Then dual Obliteration wands deal chaos damage which ignites more thanks to Shaper Of Flames. I haven't put much emphasis on the Vortex DPS, the damage dealer are the Obliteration explosions, hopefully. Budget is not bad either, none of these item cost even 100c , most cost much less.
