I do a self cast discharge build every league and here we are in 3.29 with some self casting buffs. Discharge did receive a very nice 50% cooldown reduction. And it is easier than ever to get max charges. So it should be the strongest it has ever been.

I am league starting shield charge / crush into ignite discharge and probably pivoting to hit based discharge for super endgame.
