The idea is: freezing everything on screen is a defensive layer, probably very good in the Sanctum Frost Blades is getting a huge increase to added damage % so let's try to build around it. Ailments don't care about resistances on hit and whatnot, just base damage, so high added damage is good. Heatshiver gives up to 130% added cold damage as fire if we can freeze things. My take on FB Zerker, all gear is self-crafted via harvest and will be hard to obtain without it. While I wouldn't exactly call the build tanky, it's built more defensively than most other FB builds I've seen.
