PoE builds similar to [PoE 3.20] Sanctum / Flicker Strike Slayer with Starforge / Map Example T16, 156% Quant

I'm currently running a Vaal Flicker Strike character (PoB here, \~6M DPS with no flasks, Berserk/Vaal totem unchecked), and I had an epiphany... Since Vaal Flicker Strike doesn't do damage until all 25 strikes have completed (and the damage from all strikes hit at once), can this work around the 1 second cooldown for Hydrosphere given you're running Tribal Fury melee splash? I would assume the final MEGA hit from VFS would splash onto the Hydrosphere, which would then pump out the same damage again. Obviously, this doesn't work well against mobile bosses sin

Came from a Raider build last league, but I felt I died more than I'd like. Did lots of research, and I think I have something viable here, but I'd love some more experienced player's opinions! My goal was to make a Flicker Strike build that's tankier than most, while still getting reasonable damage. The budget was around 10 divines, though I'm sure you could easily add more to get higher stats on the gear. I plan on doing all content with it except ubers, as that would be a whole different build. PoB:

Gear -Basically all resists have to come from ring and belt slots. -Rings could be better; Circle of Guilt and/or +1 frenzy rings are a huge boost if you can manage resists. -You can run an Uul-Netol's Vow with Close Combat and push more DPS. -Requires tree adjustments. -Losing the skill quality from Ashes of the Stars makes the build feel worse to play Tree/Skills -You can drop a couple of points and pick up Call to Arms if the cast time on Enduring Cry annoys you. -More mana than needed from the tree / medium cluster for aura cost reduction. -You can run a medium cluster to pickup Petri

TLDR: 8~11M DPS full buffs (Totems, flasks), 2.5~3.5M without buffs, 6k+ life, 5~6k leech per second, stun immune, 72% suppress. I often see Oro's Sacrifice Flicker as being just a very budget and crappy version of Flicker Strike, so I wanted to see how far you can take it with moderate investment. What I find particularly unique about Oro's Sacrifice is how well it fits with Slayer and Kaom's Heart, so we're going to focus on scaling Health, Crit and max life leech. We're not aiming for maximum DPS, rather, we'll try to fix common weaknesses of Flicker by leveraging the double dipping of

Berserk unticked because it only activates after taking damage. Don't want to double-dip count 50 rage + berserk for pob numbers/planning. It's in CWDT setup to reduce button clicks / simplify the build. Vaal anc warchief unticked because of short duration, though is used.
