PoE builds similar to poe ice nova of frostbolts 3.23 starter

I have pretty much everything I need to swap to LL except a belt. Crystal belts with 14% cooldown recovery seem to be absurdly expensive, so I'm trying to craft my own. I really only want a decent ES roll and 14%+ CDR on it (I'm already overcapped on res except chaos), and anything else is just gravy. Anyone have any idea how I would go about crafting this? I already have an ilvl 85 shaper crystal belt. I currently use Ice Nova of Frostbolts in my main CoC link and Frostbolt in my Cospri's. I see a fair amount of people using

Was thinking of cool interactions with the new returning projectiles support gem. Frostbolt ice nova came to mind because as the frostbolt bolts come back they would overlap and then cause the ice novas to overlap. I don't foresee this not working.
