PoE 3.23 Affliction builds with custom stat filters

The idea is to use Pledge of hands along with another spell echo, which in my testing on the servers fires off about 5 Volleys of Bladefall (which is why I have the count set to 5 in POB but let me know if this isn't correct). A tanky and fast version of storm brand elementalist. I went for max block and max spell block, mixed with 10k+ energy shield. Storm brand of Indecision paired with awakened chain makes for amazing clear speed, while lightning conduit makes up a large amount of our single target. A very high cast speed with mixed lightning warp makes for very fast movement.

TLDR: 8~11M DPS full buffs (Totems, flasks), 2.5~3.5M without buffs, 6k+ life, 5~6k leech per second, stun immune, 72% suppress. I often see Oro's Sacrifice Flicker as being just a very budget and crappy version of Flicker Strike, so I wanted to see how far you can take it with moderate investment. Added +90% fire res in config because for some reason Pob does not show it properly as my character in game, here is screenshot of it : Added Culling Strike because then it adds the DPS which it shouldn't if my Eternal Struggle worked properly and it has 15% Culling Strike, but I don't know how to add 50% increased effect of Culling Strike, it should be even more DPS.
