PoE Juggernaut builds

Hi everyone, This is the first time I am investing this much in a character and yet I can't run T16 full juiced maps. (100+quant abyss scarabs, 3k+ whisp,etc.) I don't know what to do. I know the best strength stackers aren't occultist but I feel like with that level of gear I should expect to be able to run maps. Any suggestions would be so appreciated! Thanks! It seems it would be a fun gimmick build. I saw a build of this on reddit, but it was outdated for 3.17.
