PoE Elemental Weakness, Scion builds

TLDR I'm theorycrafting an Ascendant Shockwave Totem character and don't know how to get a decent amount of damage (let's say 30M), while retaining high levels of tankyness and mobility. Hello :) This is my third league so far. Every League i try and make Scion viable with non-meta skills (managed a Poison Storm Rain Bosser, with your help!) I am still working on a Hexblast-Ignite build (Elementalist would have been the "better" option), however I always prefer tanky builds. This is a pure Mapper, currently at 1.65m "map boss" dps. Guard skill and Endurance charges have been disabled (though when up, I am nearly immortal! 2.08s cd and 2.59s uptime on immortal call) - I couldnt find a good enough dps boost for a second 6-link... Its my first time making a build from scratch, wanted to make an abyss stacker but i don't personally like the look of the rathpith ones so i tried to make one myself. Can anybody spot any glaring issues or problems i might face? (Such as I'm a little worried about mana but from what i can tell, it looks fine) Also, i notice nothing changes when i flick arcane surge on and off. Makes it really difficult to know if i will have mana problems because i have no idea if the stated regen is with or without arcane surge. I'm aware that it would have trouble bossing but that's fine as my other build

8.2M DPS using only defensive auras, if you're SC and want to run wrath that bumps you up to 12M. Not a PoB warrior so scuffed items for the most part, but all relevant gear is easily obtainable. Two uniques I include are target farmable and day 2-3 gear max. Definitely NOT min-maxed. Based on my testing with Spectral Throw in game, after the buffs each should hit 5-8 times. I put it at 6 for the purposes of this pob.
