PoE Cyclone, Duelist, Witch, Nova builds without Mageblood

I have pretty much everything I need to swap to LL except a belt. Crystal belts with 14% cooldown recovery seem to be absurdly expensive, so I'm trying to craft my own. I really only want a decent ES roll and 14%+ CDR on it (I'm already overcapped on res except chaos), and anything else is just gravy. Anyone have any idea how I would go about crafting this? Looking for input on the following build. I filled in a passive tree and added the mandatory items I know of. I'm going for a Low Life Occultist that uses cyclone+CoC+cold dot. From how I picture this... 1) cyclone crits and causes cold snap to proc. cold snap generates frenzy charges. Hi. Since Discharge uses charges to deal flat damage, there is no big difference between triggering a spell every 500ms with 2 charges or every 250ms with 1 charge, this is why I choose CwC over CoC.
