PoE Utmost Intellect, Chaos builds

I have been doing some int/strenght stacking energy blade with spellblade on Inquis. I tried out a few skills and really wanted to hammer in sanctum. Switched to shockwave which does such due to 110% effectiveness. Originally had 8500 es with energy blade on, but now switching up rings with projector did lower that. Was able to do sanctums pretty easily in making some currency. However I want to use the 450% effective damage on hexblast. A few weeks ago, I had seen a wonderful build like this one, which cleverly used Olroth's Resolve to establish a permanent ward.
