PoE Mjolner builds without Mageblood

Path of Building question... as I scrolled past the "Precision" notable on the skill tree I noticed a huge bump in DPS which caught my eye. Was a bit surprised though because I am playing as a manabond hiero with cyclone + arc, so really spell based. I don't recall global accuracy being meaningful to spells. This notable plus the minor before give +10% cast speed as well but was skeptical that addition would result in \~13M+ additional damage. I have been testing out The Hidden Blade and I think there is a lot of hidden (hehe) potential with it, and I want to throw out what I've learnt and some ideas for theorycrafting. So I previously played a ball lightning CoC build with Arc in a Mjolnir. Given the new skill that needs shock I've replaces Arc with LC. Does anyone have any ideas for this build? Or ideally if anyone has seen something similar pop up by someone better at this than me?

They capped negative resistance at 200% but resistance penetration is a different calculation AFAIK. What if we stack Omniscience through the nose and used Mjolnir to deliver Arc? To that end, I made a tree which is as long as possible so that the Split Personality jewels at the very end deliver a real lot of Omniscience. POB: I made this build mainly trying to make a cool pain attunement low life build which it used both attacks and spells with the help of battlmage cry and to apply the increase to spell damage from indigon to attacks aswell. In the end i had to gave it up for many reasons like: having to interrupt cyclone to cast BMC, warcry speed isnt fast enough, cant get enough power and you put at risk if surrounded by enemies who can stun you to death, and so on... But now, i used the space of the BMC to use reckoning to apply conductivity
