PoE Elementalist, Projectile builds

I have a stupid dream about playing self cast Frostbolt without Icenova. I am trying to make PoB but it looks like very weak. 1. Does this build can be significantly improved? x2 at least 2. If no.. Is there any good way to deal with my elemental resistances if I take The Annihilating Light or only from items and tree?

Explosive Arrow: Now has "Explosion deals 5% more Damage with Hits and Ailments per Explosive Arrow on Target" (previously just Hits). Change Hydrosphere to have a one second cooldown before it can be hit again. I like these short-format events for testing build ideas or trying out certain builds/skills I don't want to devote a full league to. With the massive number of uniques that were dropping, Atlas Invasion was the perfect opportunity to try out an idea that I have had for a while, and it exceeded my expectations. I felt it was worth sharing both because I think it has some potential, I think it's interesting, it may inspire others to explore the possibilities with this sword, and I know a lot of folks like to complain about the lack of build variety. Hello, I'm kind of theorycrafting a fireball flamewall build. Fireball to map fast, and Firewall to use against boss. I want the life / Block / Armor / Staff build, to get, I think, good survivability. Look at the LL build in items and tree for a realistic view of the build (around 20-30 ex to get there, so nothing impossible).
