PoE builds similar to NO BRAINER LEAGUE STARTER - Cold DoT Elementalist (3.22)

I'm liking the playstyle but I'm having a hard time planning on upgrades beyond better weapons/amulet. I also thought about switching to ignite vortex, using proliferation in the glove. The main thing is: What tips to improve my damage (I wanted to have something around 6\~7 million in guardians), and mainly, the movespeed (is it possible something around 120\~130%?). Hello, Looking for help with Vortex in SSFHC. Go easy on me this is my first self-made build. I primarily play SSFHC, and I'd like to make my own build from scratch this time. Most of my characters have died so far, and I'm hoping this one will be safer with chill/freeze effects. Gear equipped is just crap random gear I have on one of my leveling toons. My goal is to clear mobs fast so this is an elementalist spamming Vortex on left click which ignites thanks to Shaper Of Flames. Then dual Obliteration wands deal chaos damage which ignites more thanks to Shaper Of Flames. I haven't put much emphasis on the Vortex DPS, the damage dealer are the Obliteration explosions, hopefully. Budget is not bad either, none of these item cost even 100c , most cost much less.
