PoE 3.14 Ultimatum builds

Not much to say. Seems like it could numerically, with max stacks on every dot thanks to the hit rates. You even get bleed-splosions thanks to Kinetic Blast and Pierce Sources (main reason to choose over Scion IMO). Lategame I'd go for the usual Life on Block shield and such. Not sure about the wand, or other potentially OP gear though.

Warning: this build should be made if you want to clear content because it deals no damage. It has max dodge, block and resistances (CI) without glancing blows or acrobatics. As well as decent evasion and armour. Max resistances are achieved with veteran's awareness, apep's slumber (can be replaced with a double influenced shield with all +3 max res) and tree nodes (CI for chaos res). PoB: I got inspired by another post which was talking about this concept, so here is an idea for league starting with Arma Brand and Fire Burst. Not very experienced crafter so I am not sure if the staff might be a bit hard to get with Fire Burst, but I think you can get this build going without Fire Burst at first.

STEP BY STEP LEVELLING: Act 1: Buy Frost Blades from Nessa after you kill Hillock. We?re going to use Frost Blades for clear and Double Strike for single targets. Buy a Paua Amulet for mana regeneration(we will need this until we get Life and Mana Leech on passive tree) and also craft movement speed boots as soon as you can. Pick up 3-colored items and sell them for chromatic orbs for first 2-3 acts. We will need them since we change skills through levelling.
