PoE 3.23 Affliction Ralakesh's Impatience, Cold builds without Mageblood

Feel like I hit a brick wall with this build, I got it to be pretty tanky and I can even survive t16 whisped maps and tank through some crazy mobs, but my DPS feels lacking. POB Linked below, looking for suggestions on how to take it farther from here. Have about 30-40 Div liquiid for upgrades, but I feel like itll take more than that to pump the damage up. Getting all charges beyond 11 seems prohibitively expensive. Is this just sort of the nature of this build, am I missing something super obvious? Disclaimer this is just a fun side project that i am working on and also my first time doing a low tolerance build, so there might be intricacies that I am unaware of. Also extremely expensive build please do not try. You have been warned. The build revolves around the medium cluster notable tolerance which makes the first poison you inflict deal 300% increased damage. I am currently using 4 low tolerance with poison mastery for a total of 1500% increased damage.
