PoE Vampirism builds

I am running a min maxed CA Death's Oath... essentially I am running all of the damage auras I can, and still have room for a defensive one. My tree makes it so that +8 max cold res is relatively easy to get, though now I feel slightly point-starved as I try to stretch for another cluster jewel. I decided that at +8 max cold res, it would feel nice to run Purity of Ice with a "phys taken as cold" Watcher's Eye. However, I am also running Xibaqua. So my res is 90% max Cold res, 85% max Chaos res, and the rest are 75%. My question is - how worth it is this?? &x200B; POB: [

Basic concept get max fire res, scale spark with nebulis and go ham on fire and chaos res. Hope that the explosion node on chieftain is made more consistant before league start. Scale damage with elemental overload, perma RF and low life condition. Didnt put much effort into the PoB, just a basic concept. &x200B;

I'm following TriPolarBear Cold Dot Elementalist build, i'm clearing quite fast (i guess) even t16 maps. Problem is that sometimes i just got oneshotted and i don't know why, even in T12/14, so i keep losing xp and it's been more than a week now and i'm still at 93. Am i missing something crucial? I'm liking the playstyle but I'm having a hard time planning on upgrades beyond better weapons/amulet. I also thought about switching to ignite vortex, using proliferation in the glove. The main thing is: What tips to improve my damage (I wanted to have something around 6\~7 million in guardians), and mainly, the movespeed (is it possible something around 120\~130%?). My current POB:
