PoE Ice Spear, Cold, Duration builds without Hexblast

Edit; CONFIRMED NOT TO WORK AS BUILT. For some reason, Petrified Blood and Progenesis stack multiplicatively rather than additively, and so this build is just too squishy as currently built (dying to the CWDT loop likely). I think natural language of the items disagrees with how that works, but no sense arguing with their programming. Looking for input on the following build. I filled in a passive tree and added the mandatory items I know of. I'm going for a Low Life Occultist that uses cyclone+CoC+cold dot. From how I picture this... 1) cyclone crits and causes cold snap to proc. cold snap generates frenzy charges.
