Build costs about 400 divs or so, 90% max res, arounds 20M dps( wintertide not included in POB dps), but it depends, with vaal cold snap active you have way more. Could take unholy authority and punishment for bosses for about 30% more dmg. Future upgrade would be a better nebulis with enchant aswell( which I have but need to divine it), get lvl 100 and a +8 amulet but I already failed 19 locks on mine :(
