Atm nebulis is not supported in pob, but dmg with all debuffs active should about 22-23M dps and 28m dps if you activate vaal cold snap.

For ubers, you can replace blasphemy with arctic armour and change your pantheon from lunaris to solaris. If you want even more damage, you could also change your ascendency (from profane bloom to unholy authority since explosions dont do anything for bosses) and apply punishment as your 3rd curse. You can also use a freezing tul's graft with increased cold damage and cover enemies in frost for an extra 20% increased damage take by enemies and anoint tranquility instead of aggressive bastion and this would put you at about 34M dps without vaal cold snap, but it's too much hassle.
