[PoE 3.19] Tornado Shot Soulthirst Deadeye - FULL GUIDE (and my league starter)

[3.20 UPDATE] - this patch saw the removal of both Survival Instincts (50% increased flask duration jewel) and Replica Conqueror's Efficiency (-9 mana cost to skills). The loss of these does not brick the build moving forward, but it does lower its performance mildly. Given you geared your character like in the PoB, you will have roughly 15% less Souleater buff uptime, and your skills will cost 8 mana, not 0 mana. With two new open jewel slots, I suggest going for rare jewels with new modifiers for reduced mana reservation and or flask duration. Dropping Defiance Banner will be necessary if nothing else; and for the cost of one extra passive skill, you can acquire +3 mana on hit. You may even wish to substitute the Taming for another rare ring with the -7 to mana costs of skills modifier. Doing one or more of these things should help smooth out any performance kinks. Lioneye's Glare also got significantly buffed while having its drop frequency reduced a lot. This means an alternative weapon will likely have to be used. Chin Sol or Death's Opus are viable unique alternatives, or using Essences of Contempt on a Spine Bow may be preferrable if you like crafting. Either way, without a Lioneye's Glare, Accuracy is now back on the table. The Accuity notable with its Mastery for Precision reservation (in conjunction with using a high-level Precision gem) should be the play. For this move, Precision will most definitely be replacing Defiance banner and may require even more mana reservation, resulting in dropping the Herald until either a helmet reservation corruption or Enlighten gem comes into the scene.

I'm excited to be bringing this piece of content to all of you. As my first build guide ever, I must confess it was a LOT of work, but well worth it I feel. Given there were not many changes to the game affecting the viability of this build, I'm confident in saying it'll give you a great league start experience if you favor the high-octane playstyle seen in the video.
