PoE 3.23 Affliction League Starter builds without Energy Blade, Mageblood

TLDR: 8~11M DPS full buffs (Totems, flasks), 2.5~3.5M without buffs, 6k+ life, 5~6k leech per second, stun immune, 72% suppress. I often see Oro's Sacrifice Flicker as being just a very budget and crappy version of Flicker Strike, so I wanted to see how far you can take it with moderate investment. I like leaguestarting Cold DoT occultist, and been toying with this PoB since vortex rework. This will work up to some point, but damage is a bit lackluster for voidstone bosses. Would appreciate some ideas on how to scale, without losing much on defenses. (pob got budget and default options)

According to PoB my DPS is combined 1.3 million. Im copying the MaxRoll LA league starter guide. My build is literally just a copy. According to their PoB, they have 16 million DPS. I know Im shy a couple levels and one gem. My bow DPS is good. Where am I missing 14 million damage?
