PoE Cast on Death, Cold, Duration builds

Feel like I hit a brick wall with this build, I got it to be pretty tanky and I can even survive t16 whisped maps and tank through some crazy mobs, but my DPS feels lacking. POB Linked below, looking for suggestions on how to take it farther from here. Have about 30-40 Div liquiid for upgrades, but I feel like itll take more than that to pump the damage up. Getting all charges beyond 11 seems prohibitively expensive. Is this just sort of the nature of this build, am I missing something super obvious? I'm liking the playstyle but I'm having a hard time planning on upgrades beyond better weapons/amulet. I also thought about switching to ignite vortex, using proliferation in the glove. The main thing is: What tips to improve my damage (I wanted to have something around 6\~7 million in guardians), and mainly, the movespeed (is it possible something around 120\~130%?). This is the one build I played this league to 40/40. It was very fun and definitely kept me playing when I was on the fence. The PoB is of my current character. Typically I get to a point where it's "enough" to cruise through challenges and I stop prioritizing build investment, so I'm pretty confident it has room for improvement as-is (e.g. helmet w/-chaos res, watcher's eye, faster ignites synth staff, +3 corrupted chest), and definitely has room for improvement if you want to go more glass cannon.
