PoE Hierophant, Movement, Sanctum builds

Ever since the Timeless Jewel Chainbreaker Keystone rework last league (Grants 1 Rage regenerated for every 25 Mana Regeneration per second) I've wanted to make a mana-regen stacking character that takes advantage of nearly permanent berserk. This seems too challenging with available sources of flat mana per second, so mana stacking was the way I chose. Berserk favors attacks so Mind of the Council was a no brainer.
