[POE 3.19] Chaos Innoculation Cold DOTs Occultist (Profane bloom, Uniques Only, Meme, Low Budget)

I planned this build before 3.19 was launched and finally had time (and in the right state of mind) to do it.

It turned out quite well don't you think?? For 100c it was possible to make a decently tanky build with profane bloom. Single target DPS not too great but with this budget I wasn't expecting much.

This is also the first time I've tried using text to speech generator (link below) so the voice is not mine. Let me know how you feel about it (yay or nay?) or if you know a better free text to speech generator.
