POE 3.24 Starter Build - Inquisitor Spark, 12M DPS, All Normal Content

Starter version of Spark build, was made to use before my high budget Spark. 12M DPS, freezes are very good defensive layer, but it's squishy at low budget, always cast sparks before you go somewhere. Many uniques can be replaced, for example Agnerod West or 2 rare wands instead of Annihilating Light, rare jewels with dmg and res instead of Grand Spectrums. This is just starting point from which you can make some currency and start buying/crafting items for high budget version with 60M+ DPS, max block, Aegis Aurora, 90% all res.
